Proposal Title: 

Proposal for Bait and Gear Restrictions for Recreational Angling in Ontario
Short Description: Bait and gear restrictions are regulations which are intended to prevent the unintentional introduction or spread of invasive aquatic species, facilitate effective catch-and-release of fish, create a speciality fishery, or reduce harvest. There are presently 362 waters in Ontario which have bait or gear restrictions. Many of these restrictions are intended for the same purpose but have different descriptions in the regulations. This make the fisheries regulations overly complex and difficult to understand.
Purpose of the Proposal: To review existing bait and gear restrictions for angling in the Province of Ontario with the goal of reducing and simplifying different regulations so that they may be more readily understood and easier to enforce.
Other Relevant Information: The development of a standardized approach to formulating bait and gear restrictions within Ontario is part of a provincial initiative to streamline Ontario's recreational fishing regulations to achieve the following objectives: 

IMPROVE CUSTOMER SERVICE BY: - Making the fishing regulations in Ontario easier to understand. - Increasing compliance by anglers due to simpler regulations.
- Reducing the cost of fisheries management. 
- Providing a more consistent approach to managing fisheries on a broader basis. 

The report (see web-link below) describes regulatory proposals for bait and gear restrictions in Ontario. The regulatory proposals are based on current scientific knowledge on the effectiveness of various regulations. They are intended to provide for specialized fisheries (e.g., fly fishing only), protect rare fish species by prohibiting them from being used as bait, and prevent the introduction or spread of invasive aquatic species. 

In order to provide consistency in the use of bait and gear restrictions in Ontario, the regulatory proposals will list the options to be used in the development of any new regulations. Existing regulations will be analyzed to determine if they comply with the options described in the reports, and where appropriate, measures will be taken to maximize compliance.
Other Public Consultation: Key outdoor groups such as the Northern Ontario Tourist Outfitters, The Ontario Federation of Anglers and Hunters, and the Bait Association of Ontario will be invited to comment on the report.
